Requesting the joint committee on government and finance to
conduct a study on the need for and the appropriate
methodology for providing salary improvements for counselors
employed by the Division of Rehabilitation Services.
Whereas, rehabilitation counselors perform a vital service
in assisting the return of their clients to independent living
and the workforce, a great benefit to both the citizens as
individuals and the state as a whole; and
Whereas, the Division of Rehabilitation Services is an
executive agency subject to civil service salary classifications
and pay grades which provide salary levels for rehabilitation
counselors that are substantially less than those of counselors
in the public school system; and
Whereas, teachers employed by the Division of Rehabilitation
Services are paid in accordance with statute at the same rate as teachers in the public school system of the county in which the
facility is located; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby
requested to conduct a study on the need for and the appropriate
methodology for providing salary improvements for counselors
employed by the Division of Rehabilitation Services; and be it
Further Resolved, That the said joint committee on
government and finance is requested to conduct the study and
prepare a report of its findings, conclusions and recommendations
together with drafts of any legislation necessary to effectuate
its recommendations; and be it
Further Resolved, That the joint committee on government and
finance is requested to report to the regular session of the
Legislature, 2007, on its findings, conclusions and
recommendations, together with drafts of any legislation
necessary to effectuate its recommendations; and be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and draft necessary legislation
are requested to be paid from legislative appropriations to the
joint committee on government and finance.
